Engaging and collaborating with all sectors that use or affect water quality, quantity and supply is a critical component of watershed management planning. Those affected by proposed management strategies must have the opportunity:

  *   to understand the current state of the watershed;
  *   to provide input;
  *   to become effective stewards of watershed health; 
  *   to participate in integrated watershed planning.
